Shrimp Creole

1/3 cup butter
1/4 cup flour
1 pound shrimp
1 clove garlic, minced
1/4 onion, chopped
2 TBS parsley, chopped
1/2 green pepper, chopped
1 cup water
1 tsp salt
2 bay leaves
1/2 cup celery
1 8 ounce can tomato sauce
1/2 tsp cayenne
2 cups cooked rice

Melt butter in a skillet.
Add the flour and stir until brown.
Add the shrimp and cook for 3 minutes.
Add the celery, onion, parsley and pepper and cook for 2 minutes.
Add the garlic and slowly add the water and other ingredients.
Bring to a boil and simmer 20 to 30 minutes.
Serve over rice.
